Miss Welsh qualified from Cambridge and St Mary's Hospital Medical School in 1992. She subsequently undertook a Research Fellowship in Leeds, with her higher surgical training being in London and the South West Thames Region. She was the International Fellow in Hepatopancreaticobiliary and transplant surgery in Edinburgh in 2003, prior to a further surgical Fellowship in Basingstoke in 2004, focusing on liver surgery. Fenella was appointed as a Consultant Hepatobiliary & General Surgeon in Basingstoke in 2005. Her special interests are all aspects of hepatobiliary surgery, both benign and malignant. She has a specific interest in gallstone disease, primary and secondary liver cancer and neuroendocrine tumours (NETs). She is an experienced laparoscopic surgeon, particularly laparoscopic gallstone and hernia surgery. She is a committee member of the Great Britain and Ireland Hepatopancreaticobiliary Association (GBIHPBA) and an Affiliate Member of the National Hepatobiliary Clinical Reference Group.
