I am a barrister. Prior to returning to private practice, at Hackett & Dabbs LLP, I spent 18 years as a legal adviser in Parliament, focusing on EU, regulatory and public law, international agreements (including trade) and human rights. In addition to my role at Hackett & Dabbs LLP, I am also a Visiting Professor in law at Durham University, an associate member of Cornerstone Barristers and a barrister panel member of the Bar Tribunal and Adjudication Service. In 2023, I was appointed to the Legal Services Panel of the Government of the Virgin Islands. I have extensive knowledge of parliamentary practice and procedure, legislative drafting and legislative scrutiny. During my time in Parliament, I worked directly with and advised senior MPs, Peers and several select committees. I was part of the House of Lords senior leadership team. I have experience of leading teams and select committee inquiries; employing external counsel and other experts; and the management and delivery of complex projects. Notably, I led the project to establish a new mechanism in the House of Lords to scrutinise international agreements, which resulted in the creation of the International Agreements Committee. I am the editor of several books on the law and Parliament; have written in journals; and have commented about Parliament, the constitution, international law and trade in the media (including on the BBC, Sky News, Times Radio, New Statesman, The Spectator, The Critic and Prospect Magazine).
